The scheme has been launched with an aim to train young engineers and make them into skilled contractors who can contribute to infrastructure development of the state. In accordance with the announcement made by Chief Minister Shivraj Singh Chouhan at Yuva Panchayat on January 16, 2013, the scheme was approved by the Council of Ministers on August 14, 2013.
As part of the scheme, 500 young degree-holder engineers will be provided training for 6 months. The Public Works Department has been made the nodal agency to work for implementation of the scheme. The goal set for each year is decided after reviewing achievements of the previous year. Training is provided in three phases- two-month training on academics, one month on office knowledge and the remaining three months of field training.
The trainee must be a Madhya Pradesh domicile and apply within 3 years of getting the engineering degree. When the number of applications is high, selection will be done through a lottery. The quotas reserved for Schedule Caste, Schedule Tribes, and Women, as per State Recruitment Rules will be followed in the selection of trainees.
Engineers with a Bachelors Degree will be paid a grant of Rs 5000/ month during the course of training. During field training, an additional amount of Rs 2000 will be paid as allowance. As per provisions in the Tender, the trained young engineer contractor will get to work with prestigious contractors through sub-contract (sub-letting) and take up independent contracts in future.
Following training, youngsters will be registered under Centralized Registration System of the state government and get a loan up to Rs 25 lakhs under Mukhyamantri Yuva Swarozgar Yojana.
